I voted, but do landlords residing interstate have to vote?

My parents own an investment property at 1 Powlett St (next door) and live in Sydney.
So they have to vote for Lord Mayor?

which says interstate landlords DO need to vote, and would be fined if they don't!
This is crazy, if my parents property was in the city, they would have had no idea about this election, or more to the point, would not have a clue about any of the candidates.

Victoria is so screwed up.
